Progressive Horizons, Inc. serves abused and neglected children, ages infant to 21 years old, through its treatment foster care program. "Treatment" foster care addresses the needs of children who are medically fragile, learning disabled, emotionally disturbed or who have behavior problems. To "treat" these children means to provide love and support in a safe, secure, and permanent family setting.

Progressive Horizons recruits and trains prospective foster parents to handle the many challenges they might face in accepting a foster child into their home. There is a 24 hour pre-placement training component and, if completed successfully, the foster parent is licensed and a placement is made. Each placement is assigned a case manager to assist the foster parent with raising the child. Foster parents are chosen for their ability to handle the complex needs of special children. Progressive Horizons places children of all ages.

Each placement is coordinated with the Maryland Department of Social Services or other licensed child placement agencies. This process maximizes the opportunity to affect meaningful change in a neglected child's life. Effective foster care placements allow for a higher degree of stability in the child's life - a stability that is so integral to a feeling of safety and security.

In addition to providing physical and emotional care, foster parents help the children learn much needed social skills so that they can feel a part of the community. In addition, extra emphasis is placed on foster parents facilitating a positive education experience for school-aged children.

In 2004, the State of Maryland had 11,521 children in foster care. Progressive Horizons receives approximately 10-12 calls per day from local social service departments seeking homes for children.
